Instructors: Capt Gordon Doughty (Ret) Grades: 9-12
SMSgt Wayne Stewart (Ret) Room: 410
MSgt Mark Thome (Ret)
I. Course Description
A. The JROTC Drill & Leadership class has two focal points: military drill and leadership challenges. The military drill portion provides emphasis on precision execution of marching commands culminating in performances at competitions against other JROTC units. Leadership challenges are presented daily to reinforce followership and to prepare the cadets for leadership opportunities. Many of the Drill & Leadership cadets occupy leadership positions in the Corps of Cadets chain of command. Training also includes:
- Wearing of the JROTC uniform at least one day per week.
- Maintaining exemplary grooming standards.
- Engaging in military customs and courtesies.
- Participating in drill and ceremonies.
- Giving and receiving instructions.
- Becoming leaders and members of a military-styled organization.
- Physical Fitness – cadets will do pushups individually and as a team when directed to foster team cohesion and improve the cadet’s physical fitness.
At Palo Verde High School, JROTC Drill & Leadership is an elective program, however, enrollment must be approved by the team advisors.
B. Textbooks: Cadets on the Armed Drill Team will receive the following textbook:
- Manual of Arms (also found on our website (www.paloverde.org/afjrotc)).

III. Hours of Availability
Normally, one of the instructors will be available thirty minutes before the first period, during the lunch breaks, and thirty minutes following the last period to assist cadets. To meet with an instructor at another time requires prior arrangement with the instructor. To request an appointment, the cadet should contact the instructor immediately after class or during one of the movement periods.
IV. Grading Policy
A. Grading Scale: 59% or below = F, 60-69% = D, 70-79% = C, 80-89% = B, 90-100% = A.
B. Description of semester grading practices.
- Proper wear of the uniform.
- Participation in drill activities.
- Adherence to military customs and courtesies.
C. Basis for the semester grade – the semester grade is calculated as follows:
- 1st Quarter Grade = 45%
- 2nd Quarter Grade = 45%
- Final Exam = 10%
The quarter grades will be calculated using the following three weighted aspects of the JROTC Drill & Leadership program:
- Attendance at Drill Meets/Performances: 25%
- Classroom/practice participation: 25%
- Open Ranks Inspections (ORI)/Uniform Wear: 50%
- Uniform Wear is graded as follows:
- Missed Uniform Wear Day = minus 15 points
- Haircut violation = minus 5 points
- Other uniform violations = minus 1 point each
- Missed ORI questions = minus 1 point each
D. Make-up procedures: it is the cadet’s responsibility to coordinate with an instructor to make-up for missed classes. All make-up work must be completed within three school days of returning to school from any absence. Late work will be accepted, however the grade will be reduced accordingly.
V. Classroom Behavioral Expectations
A. Classroom rules: RESPECT yourself, each other, the instructors, and all visitors to our classroom.
B. Discipline will be administered in accordance with (IAW) school policies.
C. All cadet expectations are further detailed in the CADET GUIDE.
VI. Citizenship – for a grade of “Outstanding” the cadet must be setting the example for military customs and courtesies and actively involved in team activities. Committing extra time to community service projects and team fund raising are examples of team activities. A grade of “satisfactory” is given to cadets who commit the minimum amount of time to the above but do participate. An “Unsatisfactory” is given for failure to meet Corps’ requirements as outlined in the Cadet Guide and/or the Uniform Guide.
VII. Signatures Required for Cadet and Parent/Guardian
The cadet and their parent or guardian will print out and sign the Course Expectations Receipt and the cadet will return it to the instructor at the next class meeting. Failure to return the receipt on time is a breach of courtesy (extenuating circumstances may be applicable) and will result in a grade reduction. It may also be grounds for removal from the team.
VIII. Other Information
- JROTC is to promote citizenship, NOT recruit cadets into military service.
