Part I General Rules

 1.     The following is the sequence of the events at the opening of the competition:

     A.   A mass formation will open and close the competition. Teams 1 thru 7 will fall in from right to left in order of their performance. Teams 8 thru 13 will fall in directly behind the first five teams from right to left in order of performance. Team number will be based on Color Guard performance schedule.

    B.    The first team without arms to be inspected will form in the inspection area. After the inspection phase the team will prepare for the regulation phase immediately followed by the exhibition phase. This routine will continue until all teams without arms are inspected followed by the armed teams. The color guard will be inspected in a different location by different judges.

 2.      The sequence for the schools to start is determined by the prearranged positions sheet and each team will move up the list one position each successive year.

 3.     All four services are participating in the drill meet and the differences in drill movements and terminology must be considered when judging. Drill movements will be executed in accordance with FM 22-5 (Army Drill and Ceremonies), NAVMC 2691 (Navy, Marine Corps Drill and Ceremony), and AFJ 3 6-2203 (Air Force Drill and Ceremonies).

 4.     All schools must compete in color guard, team with arms and team without arms and must compete in all  phases in order to be in competition for the Annual Clark County Drill Team Competition Trophy. The Drum and Bugle performances, Drill Down and the Rifle Twirl Off scores are not included in the overall competition.

 5.     Armed and Unarmed teams may have nine to sixteen members plus a commander and each school may enter only one team per category. Each team will have only ten stand inspection. Color Guards will have four members and schools may enter two teams. The school’s Color Guard with the lowest sweepstakes score will be ineligible for trophy consideration.  No team size factors will be used for scoring. If a team has a last minute accident or injury, the Drill Meet Coordinator may authorize that team to march with a hole. This must be reported to the Head Judge. Failure to notify the Head Judge will result in the team receiving 0 points and the team commander being disqualified for the Team Commander Trophy.  Inspection scoring for Armed and Unarmed teams with a hole will be accomplished by adding the scores of the nine competing members and divide by nine.  The average will be used for the tenth score.

 6.     Cadets may perform on only one team with the exception of Drum and Bugle Corps. Teams must use the same  marching members in all phases of the competition and the commander must be the same in all phases of competition. Both teams found in violation of this will be disqualified from all phases of their specific phase of the competition.

 7.     Teams may consist of male, female, or coed.

 8.     Teams must use the same weapons, personal equipment, and uniforms in all phases of competition. Teams  changing equipment will receive 0 points for that phase of competition.  For safety reasons, during exhibition, a team member may not exchange a broken or defective rifle during the performance.  The cadet should hold the rifle and continue.  If the rifle is critical, teams may exchange weapons within teams.  Rifle slings must be taped to the rifle at both ends, for Armed Exhibition Drill for safety purposes. Weapons may not be modified, i.e. removing any parts (for example sights, bolt action or other removable items) from the weapon. Solid plastic or fiberglass weapons will not be allowed. Failure to comply  will result in disqualification. Only issued regulation or corfram/patton leather shoes will be worn. Boots are not authorized. Teams will receive 0 points for any phase of the competition if in violation.

 9.     Each school will submit to the Instructor responsible for the score sheets, one (1) copy of the team rosters using the format on pages 11-1 and 11-2 and one (1) copy of their chain of command using the format on page 11-3.  A no-later-than-date will be provided by the responsible school.

 10.   The registration packet with fees must be completed by the date determined by the CCSD Coordinator. Failure to meet  the deadline will eliminate a school from the competition. Team rosters must be completed and submitted to the scoring instructor by the date set by the scoring instructor. The format in Chapter 11 must be used.

 11.  Protests and Complaints. Any person/school that feels they are being graded unfairly or has a Complaint during the drill  meet must follow the chain of command. Only instructors will discuss protest or complaints with the Drill Meet Coordinator. The Drill Meet Coordinator will post all scores in the judges room following the completion  of the competition. During the Drill Down one instructor must review their team scores and initial verifying their team scores. Errors will be reported to the Drill Meet Coordinator immediately and before the results of the competition are announced. Instructors will not release any placement results prior to the awarding of the trophies and public announcement of the winners. Complaints on scoring after the drill meet  will be presented at the next instructor meeting to prevent the problem again. Scores will stand as posted at the meet. The decisions of the Drill Meet Coordinator are final. At the conclusion of the drill meet each  school’s score sheets will be given to one of the instructors.

 12.  Absolutely no prompting by any means will be allowed while the teams are on the drill floor or in the inspection areas. If  prompting occurs the team will be disqualified from that phase. No notes are allowed.

 13.  Cadets will not attach metal heel plates, taps. etc., on their shoes. A ten point penalty per person will be deducted.

 14.  The size of the drill floor will be determined by the available facility but no larger than 110’ X 110’ for Armed and  Unarmed and 75’ X 75’ for Color Guard. Color Guard regulation drill will be conducted concurrently with Armed/Unarmed in a separate drill area.

 15.  A boundary violation will be called when a member of a team or team commander steps on or over a boundary line. Penalty  points will be assessed for each person who violates the boundary rule for each instance. One penalty point per violation will be assessed. Team commander points will be deducted from the team commander.

 16.      Disqualification of the teams can result from any infraction of the rules of the competition which is deemed serious enough to warrant disqualification. The Drill Meet Coordinator will judge the seriousness of any rule infraction reported and determine if disqualification is warranted. Disqualification means that  the involved team will be awarded zero points for the affected event. If the infraction is not deemed serious enough to warrant disqualification the Drill Meet Coordinator may award additional penalty points for the  affected area.

     A.  If the reason for disqualification continues into later events, the involved team will be awarded zero points for each affected event.

    B.   If the disqualification is for unacceptable conduct, individual or group, the team will have the disqualification applied on the next event or if the they have no further performances, applied to their last performance.

    C.   In the event of any disqualification, and if so desired by the involved school instructors, and in recognition of the teams time and effort in preparing for the drill competition, a disqualified team may perform and the fact of the teams disqualification will be announced to the spectators prior to the teams performance.

    D.  The Drill Meet Coordinator will be the final authority for disqualification and will use this section as a basis for a  decision.

 17.  A team that enters the competition area in such a manner that it would distract a team that is undergoing competition or a team which does distract or enters in such a manner that such entry is deemed to be distracting by the Drill Meet Coordinator or the judge presiding over the specific area of competition, will be disqualified.

 18.  If changes are made to the rules prior to team competition, all teams must be notified. Team commanders or their  authorized representatives will attend the team commanders meeting prior to the competition.

 19.  To prepare for each phase of the competition, each school will be assigned a dressing room or dressing area, to be decided prior to the drill meet. Each school will be responsible for their area and under no circumstances will a cadet from another school enter any room or area other than their own without permission from the appropriate  instructor. If desired, schools may post a guard to protect valuables left in the rooms or areas. Noise abatement and cleanliness is the responsibility of the school assigned a particular room or area.

 20.  Public Display Of Affection: All cadets in uniform shall be reminded that, while at the competition faci1ity, they are in the public eye and represent their respective branch of service and should act accordingly. To enhance the military image, there will be no Public Display Of Affection such as holding hands, kissing, arms around each other, etc. It is understood that if a team believes they have done well during the competition, congratulations are in good taste and are in order. Obscene gestures and obscene language is in poor taste and should not at anytime be used. Common sense is the key to Public Display Of Affection.

 21.  Smoking by cadets will not be allowed.

 22.  Cadets will be allowed to be in school identifiable civilian clothes before and after their performances.

 23.  There will be no saluting inside the competition facility except by teams during competition phases. Hats/covers will not be worn inside the competition facility except during the competition or under arms.

 24.  During the Drill Down, personnel on the sidelines will be instructed that they are not to assist any cadet in the drill  area, and are to refrain from speaking in a loud manner that may distract those listening for drill commands.

 25.  The aggregate of all scores for each teams event will be used to determine the winner of the Sweepstakes Trophy in the  categories of Color Guard, Drill Team Without Arms and Drill Team With Arms.

 26.  If a tie exists during inspection, the commander’s inspection score will be the first tiebreaker.  If a tie still exists, then commander’s performance score will be used.  If there is still a tie, the combined element/squad leader’s score will be used.  For Color Guard, the service flag inspection score will be used.

 27.  During exhibition and regulation drill phases, the tie will be broken by using the commander’s performance score.  If a tie still exists, the commander’s inspection score will be used. If there is still a tie, the combined element/squad leader’s score will be used. For Color Guard, the service flag inspection score will be used.

 28.  Commander’s Trophy ties will be broken by using team regulation performance score followed by the commander’s inspection score.  If there is still a tie, the combined element/squad leader’s score will be used.  For Color Guard, the service flag inspection score will be used.

 29.  Overall and Sweepstakes ties will be broken by using the commander’s scores for all events and then the team inspection score. If there is still a tie, the combined element/squad leader’s score will be used. For Color Guard, the service flag inspection score will be used.
